About RAMP

Raising and Accelerating MSME Performance (RAMP) is a World Bank-supported Central Sector Scheme of the Ministry of Micro, Small & Medium Enterprises, Government of India. With a total outlay of about ₹6,062 crore over FY 2022-23 to FY 2026-27, the programme aims to strengthen the MSME ecosystem nationally through a combination of central and state-level reform interventions.

West Bengal joined RAMP by signing a Letter of Understanding with the Ministry of MSME and developing a State Strategic Investment Plan (SIP) outlining its reform agenda. The State programme places a strong emphasis on women-led enterprises, inclusion of SC/ST/OBC entrepreneurs, and district-level outreach — delivered through the Department of MSME & Textiles, Government of West Bengal.

West Bengal has prioritised formalisation and early-stage support, with a particular focus on women entrepreneurs. A combination of on-ground registration drives and digital support channels is being used to expand the formal MSME base across the State.

  • Statewide MSME Registration Camps across 125 municipalities and 342 blocks to accelerate Udyam registration
  • Development of an MSME chatbot and deployment of district-level helpdesk personnel for grievance redressal
  • Large-scale onboarding of MSMEs onto digital support channels

  • MSME business accelerator programmes and sectoral workshops conducted across districts

Access to Finance

The State is improving MSME access to finance through institutional reforms and market-based mechanisms — making it simpler for entrepreneurs to discover, apply for and obtain working capital and growth finance.

Key Interventions

  • Development of a one-stop digital credit facilitation portal to simplify MSME access to loans and financial services
  • Subsidy support for MSMEs listing on stock exchange platforms, encouraging formal capital-market participation
  • Awareness campaigns to educate MSMEs on stock exchange listing, compliance requirements and financing options

Pillar 03

Access to Market

Productivity, exports and integration with national & global value chains.

A range of market-oriented interventions is being implemented to enhance the competitiveness and reach of MSMEs in West Bengal — combining productivity improvement programmes with focused export promotion.

Key Interventions

  • Implementation of the MSME Competitive (LEAN) Scheme, including district-level LEAN manufacturing workshops
  • Onboarding MSMEs onto the LEAN platform
  • Use of funds under the Trade Infrastructure for Export Scheme (TIES) to prepare Zonal Export Hub Action Plans (ZEHAP)
  • Promotion of exports through investor summits and marketing initiatives
  • Roll-out of the New Generation Exporters Development Programme, including Reverse Buyer–Seller Meets (RBSMs)
  • Outreach, awareness and exporter training programmes

  • Creation of an integrated Monitoring & Evaluation Dashboard and Technology Access Portal
  • Preparation of sector-specific strategic foresight reports and a web portal to disseminate insights
  • Ongoing annual maintenance and sustainability of digital platforms

Pillar 05

Capacity Building

Sustainability has been embedded into MSME reforms through targeted green interventions — combining risk assessment, evidence-based action and direct support for cleaner production.

  • Preparation of Environmental Risk Assessment Reports and Risk Mitigation Guidelines
  • Support for implementation of green practices among MSMEs
  • Creation of an industrial database of polluting industries for evidence-based policy action
  • Promotion of Zero Defect Zero Effect (ZED) Certification through awareness programmes
  • Financial assistance for ZED-certified MSMEs
